# HR Modules

Recruitment applications, field-training evaluations (FTO), and resignations.

Three modules cover a department's people-pipeline. All three are permission-gated review workflows — nothing is hardcoded to rank names.

## Applications

Recruitment applications with a full review workflow. Application **types and their questions** are config-driven (`config/applications.lua`) — defaults seed once on an empty install and are then editable.

Permissions: `applications.view` / `applications.review` / `applications.manage`.

## Field Training (FTO)

Training evaluations that live **inside the pages that already own the context**: the department profile gains a Field Training tab (program stats, evaluation list, the evaluation flow), and every officer profile gains a Field Training panel (totals, average score, pass rate, current phase, expandable history).

* **Evaluations**: trainee from the department roster, trainer auto-filled, phase + shift, 1–5 star ratings with comments per category.
* **Scoring**: computed server-side — total stars / maximum, percentage, PASS/FAIL against the configurable pass mark (default **50%**). The form shows the same math live while grading.
* **Snapshots**: every report stores a full snapshot of the categories it was graded against — editing the category list in `config/fto.lua` never rewrites history.
* **Final assessment**: overall comments, strengths, areas for improvement, recommendations.
* Trainees are notified when an evaluation about them lands.

Categories, phases, shifts, and the pass mark all live in `config/fto.lua`.

Permissions: `fto.view` / `view_all` / `create` / `edit` / `delete`.

## Resignations

Resignation submissions with a review workflow (`config/resignations.lua`).

Permissions: `resignations.view` / `resignations.review` / `resignations.manage`.
